SPRINGFIELD (AP) — Illinois lawmakers plan to approve legislation that would allow the state to spend about $5 billion in federal funds despite the budget impasse.

The Senate on Tuesday is expected to authorize the money, which doesn’t require matching state funds.
It would be used to help low-income seniors pay their utility bills, support food banks and domestic violence victims and provide cancer screenings, among other things.

The Senate also will reconsider legislation to freeze property taxes. A vote to reject lawmaker salary increases is expected on Wednesday.
