SPRINGFIELD, Ill. (AP) – Gov. Bruce Rauner says he will veto a plan to distribute federal funding if it includes Democratic amendments to include state spending authority.

House Speaker Michael Madigan added $585 million in state general revenue to the measure that would distribute more than $5 billion in federal funds despite a state budget impasse.

A hearing is planned Tuesday.

The Senate last week authorized spending $4.8 billion in funding. Madigan’s change adds $1.56 billion – a third of it in state spending.

Rauner says it would contribute to an unbalanced budget like Democrats proposed in June. He says he will sign a “clean” federal-funds plan.

Madigan spokesman Steve Brown says some state spending is required as “matching” funding. There’s $480 million in child care money he says most lawmakers approve.
