SPRINGFIELD — Since the Illinois budget impasse began in July, many Lotto winners have been given IOU’s, but some statehouse Democrats are trying to change that.
A new bill in the works would release $1 billion to pay winners of the state lottery as well as multi-state drawings like the Mega Millions game. It’s sponsored by Rep. Martin J. Moylan, a Democrat from Des Plaines.
Because the bill would go into effect immediately, it would need a 71-vote super majority before it even gets sent to the governor’s desk.
Another hurdle comes from Governor Bruce Rauner’s office because aides say he’ll veto the measure if it passes.
