SPRINGFIELD, Ill. (AP) — Illinois has redefined what it means to have a late budget.

Other states have gone several months without a spending plan before and Illinois has had prior delays. But this is the first time in post-World War II history that a state has gone a full fiscal year without a complete budget.

Pennsylvania went nine months without a budget this year. And Kentucky had a nine-month stalemate of its own in 2002 over a disagreement on campaign finance legislation.

Republican Gov. Bruce Rauner and Illinois’ Democrat-led Legislature had a breakthrough Thursday when they agreed to fund state government for the next six months and gave schools enough money to stay open a full academic year. But the partisan gridlock and battle over a full budget will likely continue in six months.
