Vandalia police find 14-year-old behind the wheel during traffic stop

VANDALIA — Vandalia police cited a 14-year-old juvenile Tuesday night on multiple traffic violations – most obviously the main violation was for not being old enough to have a driver’s license.

According to reports, officers conducted a traffic stop around 8:40 p.m. at Randolph and Seventh Streets and found a 14-year-old behind the wheel. The driver was also cited for failure to signal when required and improper lane usage.

Later in the evening officers reportedly located and charged 19-year-old Angel Silvey, of Centralia, with permitting an unauthorized person to drive and for contributing to the delinquency of a minor.
