SPRINGFIELD, Ill. — Michael Madigan will no longer lead the Illinois House after Representative Emanuel Chris Welch was selected Wednesday to be the next Speaker of the House.

Welch received 69 votes with three Representatives voting present. He will be the 70th Illinois House Speaker of the Illinois House. Madigan has held the seat for all but two of the last 38 years making him the longest-serving House Speaker in the country.

Welch will be the first African American House Speaker in Illinois history and will lead the 102nd General Assembly that will be sworn in Wednesday afternoon.

Madigan issued a statement conceding that “it is time for new leadership in the House” after a morning Democratic caucus cast a majority of its votes for Welch, of the Chicago suburb of Hillside.

Madigan failed in a Sunday test vote to get the 60 votes required to reclaim the gavel, largely because of a federal bribery investigation that’s implicated him.
