SPRINGFIELD, Ill. (AP) — The union representing home-care workers in Illinois has filed an unfair labor practices charge against Gov. Bruce Rauner’s administration.
The complaint, obtained Friday by The Associated Press, was filed with the Illinois Labor Relations Board by SEIU Healthcare Illinois. It represents about 24,000 workers who make $13 an hour caring for disabled people in their homes to save the higher cost of nursing-home care.
The charge says the state’s Department of Human Services should have negotiated with the union over a limit on overtime hours that took effect May 1.
A federal rule took effect Jan. 1 requiring time-and-a-half pay for home-care work over 40 hours.
Human Services spokeswoman Marianne Manko said Friday that the policy doesn’t ban overtime but seeks justification for hours worked.
