MARION COUNTY — A 31-year-old Centralia man has been charged with first-degree murder in the 2015 shooting death of 24, year-old Dustin Rhynes.

Ricky Norwood Jr. was serving a 151-month sentence in federal prison on unrelated charges when he was served with the $1 million Marion County warrant for Rhynes’ murder.

Marion County Sheriff’s deputies picked up Norwood from a federal prison in New Jersey and returned him Sunday to Marion County.

Marion County prosecutors originally filed the murder charge against Norwood early last month, a grand jury then filed a superseding indictment of the same charge on March 25 and a million-dollar warrant was issued for his arrest.

The warrant alleges Norwood shot and killed Dustin Rhynes. Rhynes was found dead in a Centralia neighborhood alleyway in August 2015. He was the victim of a gunshot wound and was with Charles Collins who was also shot but managed to run from the scene and seek help at Fireside Nursing Home.

Norwood was sentenced in July 2020 to 151 months in federal prison on unrelated meth distribution and weapons charges and was serving his sentence in New Jersey at the time the warrant was served.

For a number of years following Rhynes’ murder, friends, family and other community members would march and demand “Justice for Dustin.” Signs with the same demand can still be found posted around the community.
